If you hold and organize an event you are responsible for the actions you allow to happen during your event. You invite people, you rent a space, you set the rules. What happens in that building is on you.

As an Organizer you are responsible for the event itself within the physical confines of the event. Once people step outside that building they are no longer your responsibility.

Not just emails but actual stalking in person as well.
