Read the terms of service for Steam, PS Store, Xbox Live, Nintendo Store. You do not purchase those games, you are basically paying a one-time fee to access them until the companies feel like pulling the plug. At any point, regardless of anything at all, they can just take it away from you. Since you signed the ToS,

Yes you can. Steam is a private service with a Terms of Use all users agree too. If you violate the Terms of Use you can totally be banned. Steam is not a Government, nor a public right, it is owned by Valve a private company and they can ban whomever they want.

Yes, you absolutely can. Steam/Valve has a code of conduct and violating it can mean losing access to the games you have purchased. When you buy a game you don’t own it, you are paying to use the license and it has been clear since the beginning of time that those licenses can be revoked at any time. Think of it like
