I don’t see how. I constantly see people say this as if the ending of MGS2 was conclusive or something even though it ended on a cliffhanger.

Togashi is physically incapable of running out of cash. Him and his wife have sold at least 150 million copies of their manga between the two of them. On top of that he’s got all the royalties from the 4 different anime series his mangas have gotten not to mention a few movies.
