Well, there is a law governing how this report is released, and there isn’t a provision for the whistleblower to just walk over to Capitol Hill and spill their guts. This person likely doesn’t want to get arrested for releasing classified information.

Saw something on Twitter (can’t find now) that the whistleblower’s attorney is negotiating with the House Judiciary Intelligence Committee about possible testimony. S/he wants to testify; the stumbling block is the DNI’s office.
