If you watched John Oliver recently he had a segment of truck/delivery drivers. Most package delivery people are independent contractors.  They don't have to pay benefits or even legal fees if there is an issue...

How about the fact that Canada doesn’t have that many people to begin with and getting things done are easier when you have a smaller country? Hell, California by itself has more people than ALL OF CANADA. CA was able to dictate a lot of the EPAs policies due to its size. If CA (California) can do it, then CA (Canada)
