Probably I'm just shooting in the dark here, but my best guess is that the exhaust it's not re-directed through the front wheels, and that the fire is actually because of brakes overheating.

My grandfather had one exactly like this one, same year, same color and interior for way too many years till someone with a lot of money and love for the Vdubs bought it out from him.
