The reason for the two directors is that Scandal for some reason has been doing an awful lot of rewrites and reshoots. Our good buddy Shonda thought it was a fun fact to share that she had been sending edit notes two days before the episode aired and they only just finish the episode, literally.

No it's more likely to be Shonda wasting money on filming things that didn't end up on screen and ABC saying no more. For instance she couldn't decide whether Jake or Andrew should be VP. She she had it filmed both ways. That's what 20 minutes of filming or half a show that has got to be paid for.
