My work does it, they still use and buy computers from what look like they are in 2007 that still run WinXP. its baffling but whatever.

I was talking more about computer builds then windows licenses, companies usually shell out the cheaper 32-bit models to businesses and schools to pawn them off and its usually what they will go for.

Well, thats a bummer. but at least it uses the same one as the 3DS, which means you can probably pick up a used one for cheap at a gamestop or something.

Also school budgets are a concern too, it is cheaper to build a 32-bit environment then it is a 64-bit one, and if both can do the same basic tasks that the school or business wants then they are going to go for a cheaper option.

True, I don't doubt that 64-bit can be a benefit for everybody. but 1 thing is cost, compared to a basic 64-bit system a 32-bit system can be cheap which is most school budgets and small business budgets go for. they can be real tightwads which wouldn't benefit them in the long run (hell I still think most 99 cents

I'm thinking schools and small businesses who don't need the power of 64-bit to run their basic programs (barebones computers built for 1 task mainly). I think windows will still be built with a 32-bit for those tasks, but as for us normal users and gamers 64-bit is pretty much our basic version now.
