Well they didn't think it would be popular because it wasn't working, it didn't work until last minute when they got it stable enough to have the game go gold.

Turns out whatever space magic they did to get the multiplayer stable made Halo what it is today.

Halo 4 was meh to me, not really goundbreakingly awesome but it was great for what it was and I still play it daily/weekly. the MCC...needs work. it definitely came out broken but its slowly getting patched and 343i is looking promising with the DLC they are adding down the road.
