iirc, they were finding out that with dark-on-light, sort of the reverse effect was happening: since the negative space AROUND the letters is less, glare from the white background was fuzzing that out and overpowering the letters.

Compare the e’s on the two signs, that’s the biggest difference. In Highway Gothic, the e is compact enough that you can lose the negative space in it if there’s glare or if you’re vision is fuzzy. The theory behind Clearview was to give the negative space in the letters more space to mitigate that.
