Can’t say I have the old TV snow. Mine is just a quick flicker from the decrypting progress bar, to black screen, then back...maybe 1 second of black screen at most.

When I upgraded it, I upgraded the RAM and SSD at the same time. It was a huge jump in performance. Mojave, aside from that screen flicker I mentioned, has been very smooth.
