It’s ironic that TOS, having been edited as well as shot on film, was easier to upgrade to HD than TNG/DS9/VOY.
I don’t see why not. The second season, which indeed is really the second half of the first story arc, is just as good as the first, and concludes things satisfactorily. If you didn’t love S1, I doubt it’ll blow your mind, but if you enjoyed S1 as I did, you probably won’t be disappointed. Haven’t started S3 yet.
