I don’t think it takes negotiation into account, it would be difficult to quantify anyways. And in fact, it may be one of the factors explaining the wage gap.
Assume that negotiating for a higher salary is the gender-defined difference. In that situation, why is such negotiating even allowed? If it’s all about negotiation and not about job qualification, then the people getting rewarded are not being rewarded for their actual merits related to the job, are they?
Interesting question! I think that it boils down to being a tough thing to control for/quantify. I don’t think that there is consistent record keeping among employers that say what an employee asked for vs what was given.
