Complete BS. Rental companies do not have the internal controls required to identify who smoked in their vehicle with any reasonable level of certainty. I don’t think they really care either on account that it is easier to just charge someone for smoking on some occasion.

Local Bike Shops (LBS) can build custom wheels and make sure your bike works the way it should. Competent bicycle mechanics have saved my ride more than once. I don’t recall auto dealership offering to swap parts out to make your ride fit you the way it should.
