Yep, Gengar has to be traded in almost every game. That said, in 4th gen games (I can't say if it works in more recent games) there was a workaround:

Amazon seems to be offering a deal on Kindles to Prime members, but the amount varies from person to person. I was offered 60 bucks off any Kindle, another person 20.
