I suppose what they were thinking was (during FO4 development), wow finally there is a way to add multiplayer system on top of our sandbox world. Instead of adding it as DLC to Fallout 4, they decided to continue working on it a few more years, improve and release as a standalone game.

I tried Gaikai streaming service on my crappy laptop about 4 or 5 years ago, was already running rather well back then. Even tested a few titles that I also owned on Steam and the performance was much better via Gaikai, quite playable.

I thought the purpose of this behavior was to lower their rank and mess up the MMR so they end up matched against easier opponents. In other words these people hate competitive matches and want to dominate matches against people who are lower ranked and just learning the game.
