This does seem ripe for abuse. There’s already a wave of police just taking money and valuables as civil forfeiture.
I’m not for Sideshows or Street Racing. This bill sound like a good idea in theory but there needs to be fair and equal administration for seizure of private property for law breakers.

It’s unlikely said dimwits were dissuaded from stepping into the street by an unenforced law. Also, in many places there aren’t logically placed crosswalks/signals, forcing people to choose between adding 15-20 minutes to their journey or taking their lives into their hands by jaywalking.
