If I were to guess, I’d assume Harbaugh is more likely referring to the alleged recruiting violations that lead to Alabama Assistant coach Bo Davis resigning just last month. Not all of the other violations in the recent past that you are citing. The recent allegations fall squarely at Saban’s feet.
