This feels like a clear case of George Will openly rewriting another writer’s piece, implying, presumptuously, that he is doing a better job of it. Switching the tenses, altering the urgency, shifting the tone; this all feels like George Will saying “see? I’m showing [Boudreaux] how it’s done”.
