An automated process like this better than the old “refund and repurchase”. Most people already wait for a discount for older games so no big change there. For newer games it could be pretty helpful however. Imagine paying full-price for a game three months after release and a few days later they have a 20% discount.

Steam rarely abides by their own terms of service. I once requested a refund for a preorder only for them to tell me NO and I had to hunt for the exact wording about refunding preorders for them to finally issue the refund.
