This isn’t true. Politicians might care about donors, but they care more about votes. If a large number of the people they represent (as shown by direct contact or through advocacy organizations) feel strongly about an issue, so strongly that they will base their vote on that issue, politicians will care.

Their job isn’t to give their personal opinion or talk about themselves. In many cases they may not even be allowed. And the person who answers the phone is mostly likely an intern, probably unpaid, or a very junior staffer who doesn’t make much money either (in a very expensive city).

Your call isn’t recorded. This isn’t a call center. A huge campaign to a leadership office might get an issue noticed, but there’s no guarantee the principle will care or you’ll get a response or even that the fact that you called will be taken down.
