Youre wrong. Guy in the left lane was overtaking a truck, leaving room for a car to merge on the highway and then overtaking a van. Its pretty clear if you actually watch the video.
The law in many (most?) states that the left lane shall be yielded to faster traffic, with specific speeds never mentioned.
