Showing up at the border and requesting asylum is a legal process. In fact, is the only way to seek asylum.

Any finding would need to be earmarked for improving care. As it stands, the money is being spent on building more concentration camps.

The only way to seek asylum is to present yourself at a port of entry, AKA show up at the border. The people being detained are following that process.
