I saw this a couple weeks ago at a football game, with the officers just doing traffic control. I didn’t think much of it, the car was in the median so I thought maybe the hood was up so people wouldn’t yield to it.
I’ve seen the same, and if these cars were doing traffic or something then it’s probably kosher. If they are doing this on every traffic stop, it seems fishy (but could also be stupidity).
