First, if Mexico City slid into vast domestic violence and unrest, you’re naive to think that the risk to the US isn’t significant. Manila would be another example of a place that would create real risk to US interests.

Why don’t you argue the points instead of the source? Do you not believe there is a risk of Rio or Sao Paolo becoming like Mogadishu? What about Calcutta, Mexico City or Jakarta? It certainly seems quite plausible and something our military should be concerned about.
I have to say that if I hear a general poo-poo a foreign military asset I usually take their word for it. Why? Because for once they aren’t finding a crisis to build up the next overpriced wondertoy. So if the current overpriced wondertoy will seemingly suffice, that says something.
