You’re the idiot. People having seizures can exhibit all kinds of behavior, but the key factor is that they are in an “altered mental state.” Some seizures can look a lot like schizophrenia, with the person talking to people in his head and reacting to things that aren’t happening.

I believe they’re trained NOT to shoot to immobilize, because a wounded person can still shoot. The training at the police academies seems to be “shoot first..kill or be killed.”
