Keep in mind that in the Western world, this is a problem that’s fairly exclusive to the USA, staff in Europe are paid a living wage. If you tip in the EU it’s a courtesy for a job well done, rather than a necessity for the staff to have a half-decent wage.

I’ve seen it in Italy, nowhere else. Bonus is that the staff gets a real salary though (all over Europe), so tips are not as socially mandatory and merely intended as a little ‘extra’ for good service. If tips are even accepted. Not the absurd US system where a tip is the main source of income for a waiter.
