I agree with your idea about older cars passing emission standards, but having heard a thing or two about french bureaucracy I'd say simply banning cars after a certain model year is far easier and the only reasonable way.

Ideas like this are why America has a gigantic gun problem. You can drive on public roads, unless it goes to the costs of people living in the mentioned cities. Why should anyone else decide the quality of your environment? If metropolitan areas have a good public transport system, banning cars is reasonable. Entirely
