Based on the location I’d be willing to bet that at least one of the two guys is a heroin/crack dealer which might go a long way to explaining the horrible decision making. Plus, Chicago public schools are terrible so there’s that.

In order to legally sell synthetic marijuana, places began calling it “spice” or “herbal incense” but calling it Dune would probably be more apt as both are terrible.

At this point I think you can only buy it on the internet, most places have cracked down on stores openly selling it. A few years ago I was seeing it displayed on the front counter of various gas stations, not anymore.
