Tattoos absolutely are an art form. That being said, they are commissioned by the buyer, who is also the “canvas,” and the tattoo is apart of that person’s body, which they own the rights to.

Except it’s that person’s likeness. Why should a tattoo artist get to own a piece of your body because you gave them money?

I personally think this stuff is bullshit. If you put a tattoo on someone it is now a part of their likeness. The fact that someone else still has some degree of control over that is ridiculous.
