From what I've learned with my car and blowing exhaust/wastegate gasses over a curved section of the body.. that may create a local low pressure zone that reduces drag and help pull the flow ahead of it along faster as well as help in evacuating the rear wheel wells via those louvres.
The rules say that the cars floor (and therefore the diffusor) must be closed. Audi has found a gap by blowing exhaust gas through the wheel arches. What makes this unattractive for 2014 is the higher fuel consumption.
