CAFE is the reason for this plague upon us, but not for the reason you gave. CAFE set the targets for fuel ecconomy based on vehicle “footprint” back in 2011. Which meant that the larger a vehicles footprint was (track x length) the lower it’s fuel ecconomy requirement was. So it was much easier for the manufacturers

....the very first thing I do whenever I get a new car is to grab a towel and a ball peen hammer. I fold the towel up a few times, hold it over the driver’s side fender just behind the wheel well, and give it a nice solid thwack with the ball-peen hammer.

It’s one of the reasons I bought a Fiat 500 Abarth. It is about as close as you can get to what the ‘90s cars were in today’s standards.
