The subtext you speak of is actually the text. Yes, an unelected elite controlling the world is deeply sinister, which is why the heroes of this film are trying to stop them. That's basically what the film is about… only with added gadgets, pugs, Free Bird and yes, dumb action sequences.

And can I just say that as talented as Vaughn is, Jane Goldman doesn't get enough credit for her contribution to his work. She's a very, very good writer.
