Emergencies Act should not have been used for this situation. The local and provincial police as well as federal police and intelligence agencies have already enough resources and laws as well as funding to confront this.

They’re both fairly progressive cities, as cities tend to be, but I think by reputation, Calgary is more the city of white collar, middle class, suburban progressiveness. Edmonton is the more “working class” city, and it’s now really an NDP stronghold.

From what I gather, the protesters aren’t on the bridge or occupying areas in the federal government’s jurisdiction, so this is really more on municipal and provincial authorities.
