Seems like it would be cheaper to just waive the towing and storage fees for that matter. Publish a list of the cars and let people come and claim them. Do a solid for people instead of screwing them.

I don’t know about with/without a tonneau cover on a regular truck, but tailgate down does make mileage worse.  Tailgate up creates a low pressure vortex in the bed that makes it more “slippery” even though you might think lowering the tailgate, which is a wall would be better.
