YES! Love season 4! I honestly think it's the most purely enjoyable season of the show. It's wall-to-wall hilarious one-offs, plus nobody important dies. I loved it too. I thought it was a really clever explanation for the Simpsons to have to go to New York, especially compared to other "The Simpsons go to…" episodes. The Archer line "I'm scared if I stop all at once, the cumulative hangover will literally kill me," always comes to mind when I watch this scene now.

I think there's one flashback to just after Francis was born before she adopted the take no shit attitude. She was initially a complete pushover who couldn't even handle a baby. I think she was kind of forced to be a hardass in order to deal with the kids like you said.
That and his extremely creepy relationship with Gracie. I'm not sure how old she's supposed to be on the show (16 or 18 maybe?), but the actress looks like a 13 year old to me.

I know this has been mentioned a lot, but the episode of Fresh Prince where Will's dad comes back just to abandon his son again is ridiculously heartbreaking for a goofy 90s sitcom.
