Those are provisional novice riders. They have to complete, I believe, two race weekends whilst wearing that shirt to become a full novice. The yellow shirt lets everyone else know to stay away from them - as is obvious from the guy in the video.

Most club level motorcycle racing orgs make new riders/racers wear an identifying t-shirt over their leathers.
