Um, Deadpool is mentally ill too. The fact that his illness manifests with a bunch of wacky catchphrases and jokes about the fourth wall doesn’t change that. In the hands of a skilled writer (check out Rick Remender’s X-Force run, for instance) Deadpool is both funny AND tragic, just like Harley has always been.
It’s called a character arc, look it up some time.
I disagree that they’re getting writing Harley wrong here - this is completely in-line with the best Harley stories, if you allow the character to grow over time.

The thing I liked best about this issue was what was happening behind the dialogue between Bruce and the Joker. It was sort of “Hills Like White Elephants.” The Joker seemed to acknowledge the bond between himself and Batman in a roundabout way and seemed to be begging Bruce not to become Batman again and once more…
