To mitigate cracking of concrete you need to have scour and expansion joints along the surface. Depending on the mix and all that jazz. Typically for a poured concrete sidewalk these joints are spaced around 10ft. These conc blocks are a size that clearly would allow expansion of surface water as it freezes and thaws.

The death of unlimited data has been pretty tragic now that everything is moving to the cloud. It's nice that tethering is free from now on, however it's utter BS that I have to pay the same per month for only 2GB. I use 5+ every month. I'm thinking about "upgrading" to a dumbphone.
Those joints look pretty generous. I would wager greater than 1/16", definitely enough space to allow expansion during a freeze-thaw. And since the rebar that is holding the chair together has some flex I would highly doubt that this chair would crack in the way that you describe.
