It seems he was obviously joking?  The joke is that obviously a toddler is not doing something for sexual pleasure / because it’s sexual.   Perhaps it’s not a very funny joke, but that’s the joke.

Not to mention that, in this case, not only could the officer have killed or seriously injured the other driver, but they could have killed a pedestrian or someone playing in their yard (a child?).  Disgusting.
