Nope, I moved to KC in early 2010 and then back out of the area in late 2012. I think that was probably during the slide from what you describe, as I don't remember much of a performance space but the flea market part was pretty small.

How recently did it go downhill? I certainly enjoyed going there when I lived in Westport about four years ago. Went far too often, in fact.

There are certainly skill-based games for cash online already. This one looks like it's pretty interesting due to the nature of its head-to-head setup, but it's not the only game in town in the broader sense, I wouldn't think.
