Might be a weird sticking point, but for $28K, replace the headliner, especially since you have the parts. When someone represents a car as being well taken care of and fails to finish a relatively simple repair, I am skeptical about their other claims.

There is a point where patina is worth more than pretty, but that’s usually for cars with more character or interest. I don’t this car is there yet.

Afaik Euro standards are higher than US standards. US standards are just different takes on the same philosophy in some instances, resulting in mismatched safety outcomes. We need harmonization between both.

EuroNCAP standards for anything that Americans would actually buy (compact car sized and up) are probably just as stringent as what they’d have to pass in the US (both the mandatory stuff, and to look good in their IIHS ratings). She was NEVER going to insure it.  And it wasn’t going to have 1st Party Comp/Collision anyway.  She wasn’t going to get money for it from insurance in anyway.  People don’t buy 3k Cars and then buy Theft insurance for it.  Just not worth it anymore. 

Isn’t that like the first thing you do even before buying the car, shop around for the insurance, get a quote? Then you as soon as you buy the car, you officially add it to your policy? That’s all first day activities, why did she not have it on the policy by the next day at most?

Most people on this planet are not that smart to follow rules to protect themselves, or do have the sense to do anything other than yell into the empty cosmos and hope something happens, or their situation/upbringing doesn’t allow/taught them of being responsible...

You know, if you want to reduce deer collisions, moving or otherwise, then we need more large predators to control their numbers. More wolf and bear reintroductions, and population expansion where they are present. It is what keeps their populations down to reasonable levels.
