The WaPo article that was linked at that tweet was from during the campaign: 03.16.2106. It says that there was a team counseling 45 on Foreign Affairs that was “chaired by Sessions” and included Papadopoulos (& Carter Page, which I think is also interesting).

I wouldn’t be surprised if Papadopoulos gave up info on Gates/Manafort and that Mueller has spent the past 3 or so weeks getting everything lined up for Friday’s announcement.
