Cities do carry insurance for circumstances like these. That’s where the settlement money comes from (most of the time). This stuff doesn’t come out of the general fund (taxes) — at least that’s how it is where I live (Oakland).

How about just saying that it’s sickening that there’s really no place in the world where women aren’t treated as chattel or currency and it has nothing to do with a specific location or culture, but a story like this one just highlights how far we as human beings still have to go?
