I can’t really speak much to public libraries, because I’m a school librarian with a school of about 600 students. My losses are much smaller than a public library’s losses. I think Literary_Funk makes a lot of good points as to why a public library might not take replacement copies.

Not that I want it to happen, but I don’t get too stressed when books go missing in my library. They probably ended up in a place where they were needed, and the worst thing that happens to me is I need to buy a replacement copy somewhere down the road.
