The book was set in Oklahoma, so everyone speaking in a TV Anchor accent is probably a function of them casting the actors for how they portray the roles and not being as serious about the accents matching up to the locale as much.
Because Georgia has tax breaks and a thriving film community because of it. Lots of shows are filmed there, especially those with rural, small-town settings.
