Ummm, not sure. I believe they said it was for cooling, but the FIA realized it wasn't for cooling and was altering the aerodynamic characteristics of the car, so they banned it.

yeah, but the concept was the same, wasn't it? lowering the pressure of the underside of the car via fans, sucking it to the road
