sure, if one is preppy. Bright pink, bright yellow, navy....all the preppy standbys, except red. Accessorize with a grosgrain belt with turtles, or frogs or daisies....and a padded plaid headband with those colors....espadrilles in same....

and my hometown in SC, where the must have neutral skirts were khaki, navy and Kelly green....because they go with everything in your closet!

Here in famously hot Columbia, where it is humid to boot, I never ever went to court without at least sleeves halfway down my biceps, and a skirt to my knees with stockings and closed toe shoes, and that was Family Court.
