I think Phillip needed to hear that someone else beleived that grace and forgiveness were possible- because it seems he believes it himself-(or wants to anyway) Why try and save the septic driver otherwise?

And i think the reason Phillip didn't kill him right then and there is because Phillip very much wants to believe that, and to some degree already does. (though the botched grace this week hasn't really helped out)

and the look in his eye as he tells the guy from Fargo/Drew Carey that no one ever does.
He's a really effective and compelling actor.
