The Updates that Paradox games release are also for the most part DLC purchases. HOWEVER!, and this is the BIG HOWEVER, only certain features are behind the DLC pay wall. Features taht EXPAND the core gameplay almost always come FREE with those DLC.

My data Usage cap/month is 275gb, I usually don't use anywhere near that as I don't buy games all teh time, but when your talking 100gb or more for a single game, I'll not purchase it until ISP's in Canada are forced to increase their limits to something less crippling.
